This error is only logged on a workstation, and it does so even after an uninstall, deletion of data directory, and clean reinstall. So the names.nsf is a fresh, new one. Also, the error in the log specifically says the cert doesn't match what's in the user's ID file. Here's the very first log entry on the new log.nsf:
07/25/2017 01:37:29 PM ...The subject's public key found in the certificate is not the one stored in our ID file for that entity.
